据英国《金融时报》14日的报道，三位知情人士向《金融时报》透露，字节跳动已与甲骨文就TikTok的美国业务达成了初步的“技术合作伙伴”协议，但该协议不包含全面出售TikTok。

报道指出，其中一位知情人士表示，作为该交易的一部分，甲骨文计划解决特朗普政府就字节跳动对TikTok的所有权而提出的“ 安全“担忧。而一位了解谈判情况的人士表示，两方达成的任何协议都需要得到美国和 政府的支持，目前谈判仍在进行中，可能还会发生变化。
